This report documents Israel’s ethnic cleansing campaign against Palestinian Bedouin and herding communities in Area C of the occupied West Bank. It examines the forced displacement of communities through state-backed settler violence, the destruction of homes and livelihoods, the expansion of illegal settlements and outposts, the role of Israeli forces and authorities in facilitating and participating in settler attacks, and the systematic impunity enjoyed by perpetrators. It analyses Israel’s intent to annex Area C through these patterns of conduct and through statements by senior Israeli officials. It concludes that Israel has committed the war crime of unlawful deportation and transfer and the crime against humanity of forcible transfer as part of a deliberate policy of ethnic cleansing.
